Wordpress template import.php

HI there, you great people.

Is it possible to create some functionallity like a php plugin that imports genuine templates from wordpress, or open templates ? that inserts this correctly into quick.cms 2,4 ?
Normally you have only one css file for 1 (or all) page(s), but Quick.cms has 2 files -> default.css and plugin.css

still does not make my way easier, like.. is #container equal to fore example .Sheet ? and when is it enough to edit those 2 css files, and not mess around with tpl files ?. like it is recomended in solutions mentioned above. (I did read all the way through forum and read genius Treewood and cgan's answsers)
Fore example artisteer.com 2 produces a very different css, but this is only a design tool, and is no brilliant cms like Quick.cms

extra question:
on "open solution/support/contact us" I did post a buissness proposal, but either is was considered as spam or you did not recieve it, because noone ever said anything. Even thanks, but we are not interested as a respons, did not happen. And since "contact us" is kinda open, it is hard to know who to adress to. This proposal would be beneficial for Open solutions, so please contact me. (sorry for breaking the rules about 2 questions)
