Edit the head menu in admin side

I am trying to add e string to link the plugin manager that I have just download from
rb@wizzud.com

On step 9 I got in trouble:
step 9) Add a link in the admin menu bar to access the plugin manager, I suggest editting "templates/admin/head.tpl" and replacing the 1 line below

I don't have "templates/admin/head.tpl" on my files....where should I go instead?
