Installation of Plugin manager

Hi

In the installation help procedure for Plugin manager I dont understand where to paste the lines of code given there:
(require DIR_PLUGINS.'pluginManager/actions_client.php';)

It says to paste this line above any other installed plugin,.... the problem is I dont have any installed plugins yet, this is the first.

So I dont have a clue where to paste this code, can someone tell me?

in file "plugins/actions_client.php"
when you dont have any plugins then just after line

and before line
