ASCII or Binary?

Hi
I have been working with the support team for my hosting with incorrect character encoding.

In the cart,   © etc show up as ?

They have advised me that it happens sometimes, and usually is caused by corrupt uploading or uploading in the wrong format. My question:

Do you upload the tpl files in ASCII or Binary?

binary for me works...but not sure at all.
