Database and localhost

Hello,
Below the previous issue, I'm working on version 4 in XAMPP LOCALHOST and everything is working fine.
ive uploaded to the hosting server - everything works fine.as it should.
I downloaded the DATABASE back to work from the server and back again on the XAMPP LOCALHOST and : The data could not be found.
what seem to be the problem?

i dont know why. i've many times copied data between localhost and server and it works ok

i found "File database/en_pages.php not exists or is not writable" on hosting server?

The most important:

1. in the program you use to execute the FTP connection, set the transfer mode to BINARY

2. change permissions (CHMOD) to 777 (or: rwxrwxrwx) for:
a) "database" directory including all sub-directories and files in it,
b)"files" directory and all sub-directories and files in it.
