can big5 code work?

Quick.cart work very well in "en" on my site.
But I change the $config['charset'] = 'Big5'; and translate the value of virable go my language Big5, and not correct showed in IE.
Would you pleased tell me why and how to ?

sure i have chinese language(traditional) windows.
another problem that i want to install the plugin -pluginmanager,but i can not find the head.tpl in the /template/admin floder.
why?

i can't test it, because i don't see any chinese words :-(
about pluginmanager >> if you have version 1.0 or 1.1 there is no head.tpl file, head and foot goes to page.tpl

been testing many shopping cart like osc,xtc,zencart... this quick.cart is the best one suit for me. because only a few special products in my shop.BUT I'm so sad that after over 10 days' test, i almost give up this, because it show big5 code not completely.
is there anyone has ideal for this topic?
