OrdersDelivery Template not changing?

I know this sounds weird but for some reaosn I can't change my OrdersDelivery template file? I've tried through the Template editor and straight through FTP! The file changes to the point I can see the change in the code but when I go to the Delivery page of the site, no changes show? How is this possible? Anyone have the same issue?

Hey dude! You proberly have tax and taxAndDiscount plugin installed.... Edit taxAndDiscount.tpl instead :)
