Can I change the style of the footer? I want to use this cart for a client's site, and if I really do have to include this footer, can I at least make it match the site's design?

Its the content thats important, not the style.
[Within reason, obviously, because putting it in white text on a white background and saying 'Its there but you just can't see it' would not be reasonable! ... not that anyone would, of course.]
So, yes, you can change the style of the footer.
