Data could not be found

I recently reinstalled my site on a new server and all I get is the message: 'The data could not be found'
When I went to settings, configuration to point to the main page, there are no pages listed anywhere as if there is nothing in the site.

I recall a while back there was an explanation of how to fix this but I can't find it anymore..

Can anyone help?
