Would you describe more specifically what do you want to sell and how would you want it to proceed? I am kind of lost now. In any case, if you cannot write about it publicly, do let me know on my email (link below).
Perhaps what you want can be done via normal sendOrderToClient plugin. But I am not sure what you really want, I don't get the system in it yet.

I wish these same customers realize their estimate, for example the creation of a soil. I give the price per square meter and shows them dimensions to receive a proposal by email with the conditions of sale. After the validation is done thereafter.

Imagine I am a customer interested in X. I choose it on your website, put it "into cart". You get the "order". Automatically, you send me in email some price specification to an address I specified before. I click a link in the email, you get your order validated. Is that correct? is this what you want?

not quite. I am a customer and I want to know the price of land for a kitchen. I go to the site ... I choose the type of surface, quantities, with a few other issues, and coordinates all j'indisue hop I receive a quote by fax, mail, email or SMS ;) and that's after the admin side the person has all the coordinates so he can make reminders, send the doc or take an appointment. are clearer?

This should be not so hard.
I see it as follows:
The customer clicks the kitchen's parts to the basket,
on the order page there are two buttons: "order" and "offer"
He clicks "offer", and the composition lands as offer - not as order in admin panel.
Using one modified plugin (linkToOrder) the customer can open the page with his offer and change its status from "offer" to: "ordered".
Or just write to seller: "OK, I order."
Then the seller changes the status of the offer.
Or if the customer has considered "no thanks" or too much time is gone, the admin can cancel the offer on the same way like an order.
Of course, the offer (and later order) is bound with .pdf creating.
Do I see it correct?

Of course it is possible to add a mark to every product, which allows to control the order- or offer-possibillity. In this case, the products on the list or detail view will be displayed with (or without) buttons "offer", "order" or both.
